1 particular example is that apparently your Head of IT is a contractor paid at a high wage and also has been working as a contractor for you for over 5 years now?!
Can you advise why so much public money has been wasted in this fashion?

If this is true, then why would you use a contracting service which is costly and designed to fill a position for a short amount of time for 5 years?
